Mr Barchue is the Assistant Secretary-General/Director, Department for Member State Audit and Implementation Support at IMO, with expertise in shipping regulations, compliance auditing, he is reliable and capable of successfully resolving conflicts and complaints.
In 1982, Mr Barchue obtained his Bachelor of Science degree in marine engineering from the Maine Maritime Academy in the US and served for several years as a Marine Engineer at Gulf Oil Corporation and Marathon International Petroleum. He has been immersed in the industry since then, even achieving his Master of Science at the World Maritime University in 1991. Since then he has held several positions in IMO, including Deputy Permanent Representative of the Republic of Liberia to IMO and Counsellor (Maritime Affairs), Embassy of Liberia in London, representing Liberia at various IMO meetings.
Since 2002, he has been the focal point on the IMO Secretariat for the development and implementation of the Audit Scheme since its inception. As Director, with responsibility for the Audit Scheme, Mr Barchue leads the Member State Audit staff at IMO Headquarter in London, and a cadre of more than 200 professionals worldwide, who have been nominated by Member States to serve as auditors.
